APA Process 

Mississippi Public School Accountability Standards, 2017

On February 15, 2018, the State Board of Education (SBE) granted approval to begin the Administrative Procedures Act (APA) process to revise the Mississippi Public School Accountability Standards, 2017. All revisions approved by the SBE are listed below underneath each corresponding office.

Office of District and School Performance

I.           Mississippi Statewide Accountability System: Business Rules – Revise the definition of Senior Snapshot and add additional weights to the growth component in school year 2017-2018

    1. i. Revisions to Senior Snapshot will allow for the inclusion of students that graduate early in participation calculations and the College and Career Readiness indicator.

    2. ii. Revisions to growth with provide additional reward for a student maintaining an advanced performance level from one year to the next and will equalize incentive points for students with exceptional growth.

Office of Accreditation and Office of Secondary Education

I.          The Commission on School Accreditation met on February 1, 2018 to review and approve the Office of Secondary Education’s request for proposed revisions to the following:

    1. i. Standard 14.1.4 - Change Individual Career and Academic Plan (iCAP) to Individual Success Plan (ISP) and change prior to exiting 8th grade to 7th grade

    2. ii. Standard 26 – Change required offerings from 32½ to 33½ to reflect changes in State Board Policy Chapter 28, Rule 28.6

    3. iii. Appendix A – Changes  to reflect new course offerings in Computer Science, math, and the removal of equivalency information for Excellence for All that is no longer relevant 

    4. iv. Appendix B - Changes to reflect required course offerings for school year 2018-2019 and additional options for on-line learning

Office of Accreditation and Office of Special Education

I.          Requirements for Certificate of Completion – Revise Standard 14.3 and establish Appendix A-11

    1. i. Based on feedback from stakeholders and surveys, the SBE adopted changes to the graduation requirements on September 14, 2017 after the APA comment period closed.  The requirements for issuing a certificate of completion were removed from the approval process after the APA comment period to allow for further review.

    2. ii. A separate stakeholder group was convened to make new recommendations for the Certificate of Completion for students with an Individualized Education Program (IEP).

    3. iii. The recommendations focus on which students are eligible to receive a Certificate of Completion, the time frame in which they could be placed on this track for their exit option, and the requirements for completion.

    4. iv. The recommendations were presented to and approved by the Commission on School Accreditation during their regularly scheduled meeting on February 1, 2018.

Office of Safe and Orderly Schools

Establish Mississippi School Safety Manual

On February 15, 2018, the State Board of Education (SBE) granted approval to begin the Administrative Procedures Act (APA) Process to establish the Mississippi School Safety Manual.

  • Mississippi Code Annotated § 37-7-321 states that the State Board of Education and Board of Law Enforcement Standards and Training will determine the minimum level of training for School Resource Officers and School Safety Officers. Additionally, Miss Code Ann. § 37-3-83 and Process Standard 31 of the Mississippi Public School Accountability Standards, 2017 mandates a comprehensive school safety plan for all schools.

On February 15, 2018, the State Board of Education (SBE) granted approval to begin the Administrative Procedures Act (APA) process for the revision of the Mississippi Early Learning Guidelines.   The approved guidelines will be used for implementation in the 2018-19 school year.

Administrative Procedures Act (APA) Notice
Guidelines and Clarification of Requirements for Issuance of Career and Technical Education (CTE) Licenses
              

Office of Teaching and Leading
Office of Secondary Education

On January 18, 2018, the State Board of Education (SBE) granted approval to begin the Administrative Procedures Act (APA) process to establish and revise CTE licensure guidelines and endorsement codes as approved by the Commission on Teacher and Administrator Education, Certification and Licensure and Development. 

The Office of Secondary Education requested the approval to make the revisions below.

    1. I. Endorsement Code – 987 Career Pathway: Digital Media Technology 
      • To remove an occupational competency requirement. The competency has been removed from the curriculum.
    2. II. Special Notes Page
      • To revise special notes for clarification of guidelines
    3. III. Career Pathway: Aquaculture
      • Aquaculture technology is an instructional program designed to prepare students to enter occupations related to the field. Upon completion of the two-year program, graduates may become employed at the entry level or further pursue the field through a postsecondary program. The concepts taught in this program include aquatic animals and plants, basic water management, hatchery and culture methods, and aquatic farm management. Industry standards were adapted from the Career Cluster Resources for Agriculture, Food, and Natural Resources, which is copyrighted by the National Association of State Directors of Career Technical Education.
      • The curricula and courses for this program of study are undergoing revisions and updates.  Licensure requirements have been modified to align with programs of study revisions.  A primary change for all applicants is completion of a required program of study certification.

APA Listserv Signup

Section 25-43-3.103 of the Mississippi Code provides requirements for proper filing with the Secretary of State for publication in the Administrative Bulletin.  Beginning March 1, 2015, the Mississippi Department of Education (MDE) will no longer provide courtesy notification of APA submissions.  In order to receive notice of Board approved APA filings, all interested parties will need to make an official request to the MDE by registering your email address with the MDE APA listserv.  Only those who have properly registered will receive notice of agency APA submissions within three (3) days after proper filing with the Secretary of State’s Office.
